India's Ministry of Road Transport and Highways, with the Delhi government, is holding a Transport Mela under the PARIVARTAN scheme at Burari in North Delhi on 28 October, offering scrapping, financing and replacement guidance to owners of old trucks and buses in Delhi-NCR; about 40,000 beneficiaries have registered on the scheme portal so far.

India's Ministry of Road Transport and Highways (MoRTH), in collaboration with the Government of Delhi, is organising a Transport Mela under the PARIVARTAN scheme at the Vehicle Inspection Unit near the District Transport Office in Burari, North Delhi, on 28 October 2026 from 9:30 am, to help owners of old trucks and buses in Delhi-NCR understand scrapping and replacement options.

What the mela offers

Vehicle manufacturers and their dealers, Registered Vehicle Scrapping Facilities, banks and non-banking financial companies, oil marketing companies and city gas distribution entities associated with the scheme are taking part. Their representatives are providing information, guidance and assistance on vehicle scrapping, financing options, replacement vehicles, fuel-related benefits and other applicable incentives.

The PARIVARTAN incentives

PARIVARTAN promotes replacing old trucks and buses in Delhi-NCR with cleaner vehicles. Its incentives include a minimum 8% discount from manufacturers, a 5% interest subvention on vehicle loans, a 100% road tax concession for 10 years, one-time benefits for electric vehicles, monthly fuel vouchers and waiver of registration fees, as applicable. About 40,000 beneficiaries have registered on the PARIVARTAN portal so far.

The air-pollution backdrop

Old commercial vehicles are a significant source of air pollution in Delhi-NCR: trucks and buses make up about 3% of vehicles in the region but produce about 36% of vehicle PM2.5 emissions. The scheme aims to replace more than 200,000 trucks and buses within a year, and from 1 November Delhi's entry bar on non-BS-VI goods vehicles registered outside the city takes full effect, adding time pressure for owners of older vehicles.
