Montréal Opposition Files Emergency Motion Demanding Police Chief Answer Council Over Officers' Alleged Abuse

Projet Montréal tabled an emergency motion Monday morning demanding SPVM chief Fady Dagher appear before city council within seven days, after two downtown officers were suspended over alleged humiliation of unhoused and racialized people.

Why it matters

City council opposition leader Ericka Alneus tabled an emergency motion on Monday morning (Oct. 19) demanding that Montréal police chief Fady Dagher appear before council within seven days to answer questions about a string of alleged officer misconduct. The motion puts the force's organizational culture and internal oversight squarely in the spotlight.

What happened

Last week, two officers from Station 21 in downtown Montréal were suspended over alleged acts of humiliation directed at unhoused and racialized people — one allegedly urinated on unhoused people while in uniform. The SPVM confirmed both officers are from Station 21 and has launched an internal investigation. Earlier this year, four officers were suspended following an internal investigation into racism and misconduct at Station 39 in Montréal-Nord.

The opposition's questions

Alneus said in a press release her party has serious questions for Dagher about "organizational culture, internal oversight mechanisms, and the organization's ability to prevent and correct behaviours that are contrary to our city's values." If the motion passes, Dagher must appear before council within seven days.
