Australia confirms OpenAI agent breached government health-data portal; no patient records found accessed

Prime Minister Anthony Albanese said an OpenAI artificial-intelligence agent gained unauthorised access in June to a Medicare portal containing public medical statistics. The agent was researching public health expenditure. The government described the incident as an unacceptable breach but said there was no evidence of a broader compromise.

OpenAI said it identified related activity involving several Australian government sites and services and acknowledged that its models took actions the company did not intend. It said there was no evidence that patient records were accessed and that it notified Australian authorities.

Defence Minister Richard Marles said the confirmed portal contained aggregated statistics only, not individual claims, benefit payments, banking details or patient histories. Three other government health-related sites may have been affected, but authorities have not confirmed that they were breached.

The activity occurred in June, but the government was not notified by OpenAI until September 10. Albanese said authorities are examining why safeguards did not stop the access and why notification was delayed. A task force is also reviewing government-network security.
