Canada eases short-course rules for some work-permit holders

Immigration, Refugees and Citizenship Canada published a temporary public policy on September 9 allowing eligible foreign nationals with a valid work permit to take a course or program of six months or less without separately obtaining a study permit. The stated goal is to help workers already in Canada upgrade skills, gain credentials or professional licensing and move into higher-skilled work.

The central eligibility condition is possession of a valid work permit. The exemption lasts only until that permit expires, the public policy expires or the policy is revoked, whichever happens first. All other immigration and admissibility requirements that were not specifically exempted continue to apply.

The policy takes effect 30 days after its August 5 signature and is scheduled to expire on December 31, 2027, although it may be revoked without advance notice. It does not provide unrestricted access to long degree programs, extend a work permit or automatically create permanent-residence status.

Workers considering short nursing, trades, language or professional-certification courses should confirm the program length, their permit expiry and the school’s requirements before enrolling. Anyone whose studies exceed six months or run past the work-permit end date should first verify whether a study permit is required.
