China confirms Xi's September 23–25 U.S. state visit as Washington proposes AI incident alerts

China's Foreign Ministry announced on September 21 that Xi will visit the United States from September 23 to 25. Spokesperson Guo Jiakun said Xi and Trump would exchange views on major issues involving U.S.-China relations and world peace and development.

Reuters reported that Guo described reciprocal visits by the two leaders within six months as historically significant. The announcement confirms the dates and state-visit status, but no detailed agenda, joint document or enforceable outcome has been released.

After meeting Chinese Vice Premier He Lifeng in New York on September 20, Bessent told reporters that the United States had proposed a notification mechanism for AI incidents that could affect national security. He said greater transparency between the world's two leading AI powers was important.

U.S. Trade Representative Jamieson Greer also said the two sides agreed to operationalize a Board of Trade discussed by the leaders in May and were still considering which nonsensitive goods might receive lower tariffs, potentially including consumer and agricultural goods, energy products and medical devices. No tariff list has taken effect.

Xinhua confirmed that the talks covered AI as well as economic and trade matters and described them as candid, in-depth and constructive. China's public account did not say it had accepted the U.S. notification proposal. This report therefore confirms that Washington made the proposal, not that the two governments reached an agreement.
