President Donald Trump signed an executive order on October 16 waiving many Russia-related sanctions, restrictions and tariffs days before they were to take effect under the Sanctioning Russia and Iran Act of 2026, including duties on Russian goods and penalties for buying its oil and gas.

Why it matters

President Donald Trump signed an executive order on Friday, October 16, waiving many US sanctions, restrictions and duties on Russia days before they were to take effect under the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026, which he signed in mid-September. The law would have imposed tariffs of up to 100% within 30 days on all goods from the five largest importers of Russian crude oil or gas, and penalized countries that knowingly bought Russian oil or gas after enactment or helped Russia evade sanctions.

Full report

The White House order said the waiver was in the national interests of the United States. Trump said he had submitted to Congress a certification that the waiver "at this time is in the national interests of the United States." The waiver will remain in effect until Trump or his top officials determine that "further action is appropriate." The legislation's primary backer in Congress was the late Senator Lindsey Graham of South Carolina.

The move comes as Trump has warmed toward Russia and publicly criticized Ukrainian President Volodymyr Zelenskiy, including suggesting Kyiv needs a new leader. Weeks before US midterm elections, analysts said the measures could have pushed oil prices higher while Americans already face increased costs largely tied to the US-Israeli war on Iran. India, among the biggest buyers of Russian oil, had raised concerns about the sanctions bill.
