Calgary mayor Farkas pitches Green Line phase-two downtown tunnel, river crossing

Mayor Jeromy Farkas told CBC News he plans to bring a phase-two Green Line proposal to council, with a 700-metre downtown tunnel to Eau Claire and above-ground tracks to 16th Avenue, despite provincial opposition.

Why it matters

The mayor's pitch would add an underground downtown tunnel and a river crossing to Calgary's long-delayed Green Line — a plan that would need federal funding because the province refuses to pay for a tunnel.

Full report

In a CBC News interview published October 2, 2026, Calgary Mayor Jeromy Farkas said he hopes to bring a plan for phase two of the Green Line LRT to city council "in the coming weeks and months."

Farkas's vision: a 700-metre underground tunnel from Second Street to Eau Claire, then above-ground tracks across Prince's Island Park and up Centre Street to at least 16th Avenue. "I'm fully intending to bring to council, whether it's through a notice of motion or through an amendment to some other Green Line recommendations, formal endorsement of what we see phase two to be," he said.

The proposal follows council's September 22 vote (12-2) approving the Green Line's path into downtown: street-level tracks along 10th Avenue ending in the Beltline.

The tunnel idea faces firm provincial opposition: Alberta's transportation minister has said an underground tunnel is a "no-go" for provincial approval and funding. Farkas says he believes the city could instead partner with the federal government to build the tunnel.

The $6.2 billion project's southeast leg is already under construction, with the current terminus planned in Shepard.
