OTTAWA — The House of Commons voted Thursday on Bill C-39. Conservatives voted with the majority Liberals to pass it, and the bill was referred to a special committee for study.
The 243-page Building Canada Strong Act is a key piece of the Carney government's economic legislation. Introduced for first reading on September 21, 2026 by the Minister of Transport and Leader of the Government in the House of Commons, it overhauls the federal review process for major projects — including handing nuclear project assessments to the Canadian Nuclear Safety Commission and requiring decisions within one year of proponents providing required information.
The bill now faces clause-by-clause study in committee, where questions previously raised about Quebec environmental jurisdiction are likely to resurface.
