Carney Lists West Coast Oil Pipeline, Now "Pacific Link," as Project of National Interest

· N GLOBE

PM Mark Carney announced Oct 1 in Fort McMurray that the new West Coast oil pipeline, officially named Pacific Link, is listed under the Building Canada Act as a project of national interest, with Ottawa and Alberta sharing equal ownership.

Why it matters

This is the first major project listed under the Building Canada Act, meaning it will go through a single federal regulatory review, greatly shortening approval timelines. Trans Mountain Corporation will lead project development, Ottawa and Alberta will share equal ownership, Indigenous communities are offered a minimum 10% ownership interest financed through federal and provincial loan guarantee programs, and Pembina Pipeline Corporation joins as a private-sector investor.

Full report

Prime Minister Mark Carney announced Oct 1 in Fort McMurray, Alberta, that the government has officially listed the new West Coast Oil Pipeline, now known as Pacific Link, as a project of national interest. The Major Projects Office consulted more than 130 Indigenous communities in Alberta and British Columbia over the past three months before confirming the project meets the Act's national-interest criteria.

The pipeline will follow a southern route that protects British Columbia's North Coast and avoids sensitive ecosystems including the Great Bear Sea. Over the next year, the MPO, supported by the Canada Energy Regulator, will finalize a conditions document covering ownership, Indigenous rights, environmental protections and local hiring, targeting September 1, 2027 to clear the way for construction.

Ottawa projects Pacific Link will allow Canada to export an additional one million barrels a day to growing Asian markets, create 140,000 jobs across the country, generate over $20 billion in GDP per year, and $100 billion in government revenue by 2060. It anchors the federal mission to double non-U.S. exports over the next decade, alongside the Roberts Bank terminal expansion and Alberta's Pathways carbon capture project.
