Ottawa launches $1B Food-Link Fund to strengthen food distribution, lower grocery costs

Federal ministers announced the upcoming launch of the $1-billion Food-Link Fund today, investing in wholesale food terminals and regional hubs; applications open October 14.

Agriculture and Agri-Food Minister Heath MacDonald and Housing and Infrastructure Minister Gregor Robertson announced today (October 5) in Ottawa the upcoming launch of the $1-billion Food-Link Fund. It is a key component of Canada's first-ever National Food Security Strategy, a $3.2-billion, 10-year plan unveiled by Prime Minister Mark Carney on June 11, 2026, aimed at strengthening food distribution, boosting competition and lowering food prices.

How the fund works

The fund has two streams. The Food Terminal Fund will support the development and expansion of wholesale food terminals, giving farmers, food businesses and independent retailers a one-stop shop to buy and sell beyond the supply systems controlled by large retailers. The Food Hub Program will fund regional food hubs offering storage, processing, distribution and market connections, with eligible projects including cold storage, transportation, food processing and packaging, digital systems and facility upgrades, focused on underserved markets.

How to apply

The official application intake opens October 14, 2026 and runs for eight weeks until December 11. Applicants first submit an Expression of Interest; those aligned with the fund's objectives are then invited to submit a full proposal. Parliamentary Secretary Daniel Gobeil, MP for Chicoutimi—Le Fjord, also attended today's announcement.
