Ottawa and Ontario: Guelph to get up to C$48.3M in infrastructure funding in exchange for three-year 30% development-charge cut

· N GLOBE

The federal and Ontario governments announced on Oct 16 that Guelph will receive up to C$48.3 million through the Development Charge Reduction Program, recognizing its commitment to cut development charges by 30% for all housing types from 2026 to 2029; new-home costs could fall by up to $21,623 per unit, and up to $151,623 in total with expanded new-home HST relief.

Why it matters

The Governments of Canada and Ontario announced on Oct 16 that the City of Guelph will receive up to C$48.3 million in infrastructure funding through the Development Charge Reduction Program (DCRP), in recognition of its commitment to reduce development charges by 30 per cent for all housing types from March 30, 2026 to March 31, 2029. The funding will help build more homes and community infrastructure while advancing Ontario's plan to protect the province through projects that support economic growth and keep workers on the job.

What buyers could save

The three-year reduction is estimated to lower the cost of building new homes by up to $21,623 per home. Combined with savings from the expanded HST relief on eligible new homes (April 1, 2026 to March 31, 2027, saving buyers up to $130,000), the two initiatives could save Guelph families up to $151,623, according to the release.

Where the money goes

The funding will support improvements to Guelph's water and wastewater infrastructure, including upgrading the Biosolids Facility at the city's Water Resource Recovery Centre. The announcement follows the March 2026 cost-matched agreement between Canada and Ontario to invest a combined $8.8 billion over 10 years in Ontario infrastructure, with Canada's share flowing through the Build Communities Strong Fund (BCSF). Those at the announcement included Guelph MP Dominique O'Rourke, Ontario Minister of Municipal Affairs and Housing Rob Flack, and Guelph Mayor Cam Guthrie.

What they said

Flack said: "For far too long, we've seen the cost of housing go up. We're addressing this head-on through our Partnership to Build with the federal government... These two measures alone could save families in Guelph well over six figures, bringing the dream of homeownership further within reach for young professionals, growing families and seniors alike."
