Why it matters
Canada's federal government on September 29, 2026 announced the next concrete step toward a new national health facility for federal inmates: EllisDon Corporation has been selected, through a competitive process, to design and build the Correctional Service of Canada's (CSC) new 155-bed Health Centre of Excellence in Dorchester, New Brunswick.
The announcement was made in Dorchester by Dominic LeBlanc, President of the King's Privy Council for Canada, together with Public Safety Minister Gary Anandasangaree and Minister of Government Transformation, Public Works and Procurement Joël Lightbound.
Key details
The modern, stand-alone facility will provide a national, broad spectrum of bilingual health care services to incarcerated individuals and is expected to improve public safety outcomes. It will be built on existing CSC property beside the Dorchester Penitentiary and will replace the aging 53-bed Shepody Healing Centre.
The centre is described as a secure "treatment-first" facility, purposely designed to house and treat federal offenders with enhanced physical and mental health care needs, taking into account safety and security, physical and mental health care, staff and patient wellness, Indigenous and traditional healing, and the unique needs of women offenders.
EllisDon will now work with CSC and Public Services and Procurement Canada to finalize the design and build the facility.
