IBC: Early-September GTA storms caused C$563M in insured damage, urges flood action

The Insurance Bureau of Canada said Oct 14 that the Sept 2–3 storms that swept the Greater Toronto Area and southern Ontario caused about C$563 million in insured damage, affecting tens of thousands. Its VP called floods of this scale "no longer a surprise" and urged governments to invest in flood protection, pre-disaster mitigation and public flood-risk information.
Why it matters
This is Canada's second-costliest storm of the year for insurers, behind June's Montreal storm at C$442 million. The IBC says floods of this scale are "no longer a surprise" but the new normal, and wants governments to shift from post-disaster relief to pre-disaster investment.
The numbers and three asks
The Insurance Bureau of Canada said in a news release on Oct 14 that severe storms on Sept 2–3 across the Greater Toronto Area and southern Ontario caused roughly C$563 million in insured damage, based on preliminary CatIQ estimates, with tens of thousands of residents affected.
IBC vice-president Amanda Dean said floods of this scale are "no longer a surprise." She urged governments to take three actions: accelerate infrastructure that protects communities, invest in pre-loss mitigation measures, and give residents information about the flood risk facing their homes.
Context: Quebec, Manitoba and Nova Scotia still do not participate in the federal Flood Risk Finder tool launched in April 2026 — something the IBC has repeatedly flagged as a gap in national flood-risk information.
