Canada Launches Consultations on New Space Act, Unveils First PNT Resilience Framework

Industry Minister Mélanie Joly announced at SpaceBound 2026 that Canada will consult the public on a new space act and released the country's first positioning, navigation and timing (PNT) resilience framework.
Why it matters
The Government of Canada today launched consultations on a new Canadian space act and released the country's first positioning, navigation and timing (PNT) resilience framework. Speaking at SpaceBound 2026, Industry Minister Mélanie Joly said Canada must modernize its space regulatory framework as space competition intensifies and geopolitics shift — to strengthen national security, safeguard national interests, and help Canadian companies compete globally.
Details
The proposed space act would establish a modern, comprehensive regulatory framework for Canadian activities in outer space, modernizing and streamlining Canada's in-space regulations and reinforcing its leadership as a responsible spacefaring nation. Public consultations open this fall, giving Canadians a chance to shape the country's first comprehensive space law. Canada already introduced the Canadian Space Launch Act in 2026 to enable commercial space launches.
The new PNT Resilience Framework — Canada's first — aims to bolster the resiliency of positioning, navigation and timing infrastructure. PNT services underpin financial transactions, power grids, aviation and maritime navigation, and are treated as foundational infrastructure for a strong, sovereign and secure Canada.
