Canada Finalizes Sustainable Finance Taxonomy Methodology Report

The Taxonomy and Transition Planning Council released the final Methodology Report for Canada's sustainable finance taxonomy, confirming green and transition categories; the contested abatement measures category remains undecided pending feasibility research.
Why it matters
This is a milestone for Canada's first sustainable finance taxonomy. It will give investors credible, science-backed definitions of economic activities aligned with the 2050 net-zero path, fighting greenwashing and mobilizing capital for the low-carbon transition.
Full report
The Taxonomy and Transition Planning Council today released the final Methodology Report for Canada's sustainable finance taxonomy, setting the foundation and direction for a credible, usable and internationally-aligned taxonomy.
The report confirms core elements: objectives, principles, social and environmental safeguards, and the definitions of the green and transition categories. The contested abatement measures category was neither included nor excluded — the Council found insufficient information to decide and directed feasibility research on whether it could align with the taxonomy's mission and principles.
The next step is developing technical screening criteria and guardrails for electricity, buildings, transportation, mining, manufacturing and forestry/agriculture by the end of 2027; technical working groups for the first three sectors are already in place, and draft sectoral criteria will be published for public feedback later this winter. The report drew on 70 expert advisors, nearly 200 public feedback submissions and perspectives from over 30 Indigenous organizations.
Council Chair Marlene Puffer called the report a significant milestone for sustainable finance in Canada, setting the course for the credible taxonomy investors need to confidently invest in line with the path to net zero by mid-century.
