This broadens existing curbs: Bloomberg reported in May that some top AI professionals at private firms such as Alibaba and DeepSeek have needed pre-approval for their own overseas travel since earlier this year, while family restrictions previously reached some university researchers and state-company executives.
The legal basis is the State Council's new exit-and-entry regulation that took effect September 15, empowering authorities to bar citizens deemed a threat to "industrial or technological security" from leaving the country (exit bans of six months to three years). It also follows Beijing's scrutiny of Meta's $2 billion acquisition of Manus, a Singapore-based AI startup with Chinese roots, which regulators ultimately ordered unwound. The Ministry of Industry and Information Technology did not comment. Analysts note the full scope and the application process for family approvals remain unclear.
