China approves DeepSeek and MiniMax models for global rollout as export controls tighten

A CCTV-affiliated social account says DeepSeek and MiniMax have won state approval to open their AI models globally — even as Beijing proposes export controls on 23 AI technologies.

Why it matters

Tightening and opening are happening at the same time. In a post on Thursday (October 22), the CCTV-affiliated social media account Yuyuan Tantian said major Chinese AI developers DeepSeek and MiniMax have completed the approval process to make their AI models available to global users, including open-source releases and overseas licensing. The move comes one week after China proposed export controls on 23 AI technologies — including models, agents and computing clusters — while its commerce ministry stressed that most AI technologies would remain exportable, with simplified licensing for open-source exports.

In a separate post on Friday, Yuyuan Tantian said overseas internet users had urged other Chinese open-source large language model developers to follow suit. DeepSeek and MiniMax did not immediately reply to requests for comment, Reuters reported. Note that the claim originates from the social account's post; no formal government document has been made public yet.

The geopolitical backdrop is heating up: the same week, the US Department of Homeland Security ordered federal agencies to remove DeepSeek products. China's commerce ministry said the proposed controls cover overseas deployment of AI models containing restricted technology, aiming to limit transfers of tools it deems vital to national security.
