China's Ministry of Commerce opened an anti-dumping investigation on Oct 3 into p-nitrotoluene imports from the EU, days before critical trade talks.

China's Ministry of Commerce announced on Oct 3 it is launching an anti-dumping investigation into imports of p-nitrotoluene (4-nitrotoluene) originating from the European Union. The move comes less than a week before the EU's trade chief is due in Beijing for critical talks, escalating China-EU trade friction.

The ministry said it received a formal application on Sept 14 from Jiangsu Huaihe Chemical Co. and Hubei Dongfang Chemical Co., representing China's domestic industry. The dumping investigation period runs from July 1, 2025 to June 30, 2026; the industry injury period spans Jan 1, 2022 to June 30, 2026.

Preliminary evidence shows EU p-nitrotoluene prices fell nearly 60 percent cumulatively between 2022 and 2025. The chemical is widely used in dyes, pigments, pesticides and pharmaceuticals. The probe is expected to conclude by Oct 3, 2027, with a possible six-month extension.

A MOFCOM spokesperson said China has stayed prudent and restrained in trade remedies, while noting the EU has launched 28 trade-remedy investigations against China since 2025 — about half involving chemicals, including three in quick succession targeting PVC. EU Trade Commissioner Maros Sefcovic and Chinese Commerce Minister Wang Wentao meet Thursday in Beijing in a bid to avoid a tit-for-tat escalation.
