According to Xinhua, Xi Jinping, General Secretary of the CPC Central Committee, President of China and Chairman of the Central Military Commission, recently issued an important instruction on building a higher-level Safer China. He noted that since the 18th Party Congress, the construction of a Safer China has achieved remarkable results: people live and work in peace and the good situation of social stability has been further consolidated, making China one of the safest countries in the world.
Xi stressed that on the new journey, work must be guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and the holistic national security concept must be implemented unswervingly. He called for upholding and strengthening the Party's overall leadership, coordinating development and security, combining punishment with prevention, strengthening the rule-of-law foundation and technological empowerment, enhancing the national security system and capabilities, improving public security governance, perfecting the social governance system, and preventing and resolving various risks — so that "a higher-level Safer China" guarantees steady progress in Chinese-style modernization.
The Safer China construction work conference was held in Beijing on September 28, where Xi's instruction was conveyed. Chen Wenqing, member of the Political Bureau and secretary of the Central Political and Legal Affairs Commission, attended and spoke, saying "safety" has become a hallmark of "Chinese governance," thanks to the Party Central Committee's leadership with Xi at its core. Wang Xiaohong, State Councilor and Minister of Public Security, gave the concluding remarks, calling for anchoring the "four more" goals and pushing implementation. The meeting also named 60 model cities and 160 model counties for Safer China construction. Zhang Jun and Ying Yong attended the meeting.
