Delhi has fired the first shot in its pre-winter anti-smog campaign: the Delhi Pollution Control Committee (DPCC) announced on October 10 that it issued show-cause notices to several government construction agencies for violating dust-pollution norms during pre-winter site inspections. Violating projects could face construction stoppage, electricity disconnection and environmental compensation.

Who was named

Those named include the Delhi Jal Board, the National Highways Authority of India (NHAI), the Delhi Metro / Central Secretariat Metro Station project, and NBCC. Specific sites cited: sewer work in Patparganj Industrial Area; the 17.2-km NH-9/Rohtak Road stretch from Punjabi Bagh to Tikri Kalan; work near Gate No. 3 at Central Secretariat Metro Station; and NBCC projects in Sarojini Nagar and Netaji Nagar.

Official response

Chief Minister Rekha Gupta said pollution-control rules apply equally to government and private projects, with no exemptions; Environment Minister Manjinder Singh Sirsa said regular and surprise inspections are underway. The inspections are part of the Winter Pollution Action Plan; the "No PUC, No Fuel" initiative has been in force since October 1.
