New Delhi proposes capping e-rickshaws at 250,000 in draft scheme

Delhi's transport department released the draft Delhi E-Rickshaw (Registration and Operation) Scheme 2026: a 250,000-vehicle citywide cap, five per individual and 100 per firm; the draft is under a 30-day public consultation.
Why it matters
E-rickshaws are the backbone of last-mile commuting for millions in New Delhi, but unregistered operations, overloading and congestion have long frustrated city authorities. Officials estimate about 400,000 e-rickshaws ply the capital while only 205,665 are registered, leaving nearly half operating illegally. The draft is Delhi's first attempt to regulate the sector through a hard cap, affecting hundreds of thousands of drivers and their daily passengers.
Full report
Under the draft released on October 18, the citywide e-rickshaw fleet would be capped at 2.5 lakh (250,000) vehicles; once the ceiling is reached, no new registrations or compliance certificates (ECC) would be issued. Individuals could hold at most five vehicles and firms or institutions 100. Owners of 25 or more would be classified as aggregators, required to hold an aggregator licence and maintain their own charging or battery-swapping infrastructure. Every vehicle would need a digital compliance certificate, and drivers a licence plus a public service vehicle (PSV) badge.
Crucially, this remains a draft: it is open for 30 days of public consultation and takes effect only after gazette notification. Transport department officials said industry and public feedback during the consultation will determine whether the final terms are adjusted. Sources: Hindustan Times; NDTV; The Hindu.
