Delhi tightens anti-pollution rules: revised GRAP curbs on vehicles expanded

According to Livemint on October 3, the Commission for Air Quality Management (CAQM) announced a revised Graded Response Action Plan (GRAP) framework for Delhi-NCR on September 29. The framework has four stages triggered by Delhi's air quality index, with each stage carrying forward the restrictions of the previous one.
One new change: under Stage III (severe), restrictions on BS-III petrol and BS-IV diesel-or-below light motor vehicles are extended to Sonipat, in addition to Gurugram, Faridabad, Ghaziabad and Gautam Buddha Nagar.
Inter-state and inter-city buses face curbs earlier: buses from Haryana, Uttar Pradesh, Rajasthan, Punjab, Himachal Pradesh, Madhya Pradesh, Uttarakhand and Jammu and Kashmir are restricted from Stage I (previously Stage II) — they cannot ply in Delhi-NCR unless they are EV, CNG or BS-VI diesel buses.
Directions on construction and demolition activities are extended to a wider set of areas, including urban, controlled and development areas, industrial areas and highway corridor zones. CAQM also removed the earlier exemption for BS-IV and below goods vehicles carrying essential commodities under Stages III and IV.
Delhi's air quality is currently moderate. CAQM says the new framework will kick in stage by stage as pollution rises; vehicle owners can check the government PDF to confirm whether their vehicle is restricted.
