New Delhi High Court Proposes Surprise Checks of Public Toilets, MCD Officials to Be Held Accountable

· N GLOBE

The Delhi High Court on Oct 18 proposed surprise inspections of public toilets by student teams from three social work institutions, with findings used to hold Municipal Corporation of Delhi (MCD) officials accountable.

Why it matters

The Delhi High Court stressed that access to hygienic public toilets is part of the right to life. The court has passed orders in the Jan Seva Welfare Society petition since 2023, but the Municipal Corporation of Delhi (MCD) has not met the required standards and complaints keep coming — this time the court is pairing surprise inspections with direct official accountability.

How the inspections will work

Teams of male and female students from three institutions — the University of Delhi's Department of Social Work, Jamia Millia Islamia College of Social Work, and Aditi Mahavidyalaya — will conduct surprise inspections of public toilets, assessing cleanliness, hygiene and structural condition, and submit reports with photographs to the MCD's Additional Commissioner in charge of sanitation. Team members will receive an honorarium for conveyance and photography; the three institutions must respond by November 2, 2026.

Accountability

The Additional Commissioner must act on the reports; if consecutive defaults are found in a zone's structural maintenance or hygiene, the Deputy Commissioner of that zone will be held answerable, and action against the responsible Chief Engineer must also be indicated. The court warned it would take serious note of any failure to financially support the inspection exercise. The next hearing is on November 2, 2026.
