Delhi High Court declares Nehru Place District Centre a no-hawking, no-vending zone; 90 vendors allowed at alternative site

A Division Bench of the Delhi High Court has declared the Nehru Place District Centre, except for a designated portion, a no-hawking and no-vending zone, while permitting 90 identified vendors to operate from an alternative site until the Town Vending Committee decides on their rights.
Why it matters
Nehru Place is one of New Delhi's busiest commercial hubs, long troubled by encroaching hawkers and safety concerns. The ruling draws a clear line while giving affected vendors a transitional arrangement.
Full report
According to IANS reporting on October 6, a Division Bench of Justices Prathiba M. Singh and Dinesh Bhatt ruled that the Nehru Place District Centre, except for a designated portion, is confirmed as a "No-hawking zone" and "No-vending zone." Ninety identified vendors may operate from an alternative site until Town Vending Committee-II (TVC-II) decides on their vending rights. The court said photographs taken as recently as September 26, placed on record by both petitioners and respondents, left "no manner of doubt" that the declaration deserved confirmation. The judgment noted protections for certain vendors under the Street Vendors (Protection of Livelihood and Regulation of Street Vending) Act, 2014, and a recent Supreme Court decision, stressing workable alternatives for vendors displaced from no-vending zones.
