Dubai Issues Law No. 20 of 2026 Establishing Dubai Orchestra Foundation

Dubai Ruler Sheikh Mohammed bin Rashid Al Maktoum has issued Law No. 20 of 2026 establishing the Dubai Orchestra Foundation to advance orchestral music and the arts, preserve Emirati musical heritage, and grow music as part of the creative economy.

Why it matters

The law turns Dubai's orchestra initiative from a plan into a legally anchored institution. With the foundation in place, Dubai gains a homegrown orchestral system backed by law, and music joins the emirate's creative-economy strategy and D33 economic agenda as an industry, not a one-off cultural event.

The law

In his capacity as Ruler of Dubai, His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, issued Law No. 20 of 2026 establishing the Dubai Orchestra Foundation. The law takes effect upon publication in Dubai's Official Gazette.

The foundation aims to advance the arts and orchestral music in Dubai, strengthen the emirate's regional and international cultural standing, preserve local artistic heritage, showcase the UAE's musical excellence, strengthen the creative economy, reinforce Dubai's position as a leading destination for culture, arts and cultural tourism, and encourage investment in the music and performing arts industries.

Its responsibilities include establishing a local orchestra, performing in the UAE and abroad, promoting Emirati musical heritage, supporting emerging talent including People of Determination, developing an annual calendar of musical events, building local and international partnerships, supporting music education and production, and hosting international orchestras.

The foundation will be governed by a Board of Trustees — a chairman, vice chairman and members with relevant expertise, appointed by the Chairman of Dubai's Executive Council — supported by an executive body including a CEO and an Artistic Director. Government entities are required by the law to cooperate with the foundation.

Reaction and background

Sheikha Latifa bint Mohammed bin Rashid Al Maktoum, chairperson of Dubai Culture, welcomed the law, saying it reflects Mohammed bin Rashid's vision and strengthens Dubai's position as a global hub for culture and the arts.

Background: in June 2025 Dubai's Executive Council approved the Dubai Orchestra initiative — led by Sheikha Latifa and Dubai Culture as a public-private undertaking. This law institutionalizes that initiative.
