Dubai awards Dh3 billion for Tasreef Phase 3: about 100 km of storm drains across 11 areas

· N GLOBE

Dubai Municipality has awarded four Tasreef Phase 3 contracts worth Dh3 billion to build or extend about 100 kilometres of main stormwater drains across 11 areas including Jumeirah and Al Barsha, with pipes up to three metres wide, to boost drainage capacity and cut flood risk.

Why it matters

This is the latest phase of Tasreef, Dubai's largest-ever stormwater drainage programme. After the 2024 downpour exposed flooding gaps, Dubai has been accelerating drainage upgrades, and Phase 3 pushes the work into established western and central districts such as Jumeirah and Al Barsha, where drainage capacity decides whether homes and businesses cope with the next big storm.

Full report

Dubai Municipality has awarded four contracts worth Dh3 billion under Phase 3 of the Tasreef programme. According to an announcement by the Dubai Government Media Office, reported by Gulf News on October 25, the projects will build or extend about 100 kilometres of main drainage lines, with diameters of up to three metres, spanning nearly 100 square kilometres, and the new systems will connect to the municipality's main stormwater network.

The 11 areas named are Jumeirah, Umm Suqeim, Al Safa, Al Manara, Al Quoz, Al Barsha, Al Wasl, Za'abeel, Al Bada'a, Al Satwa and Al Marmoom. The stated aims are to increase the network's water-flow capacity and operational resilience, helping to reduce flood risk; the announcement does not amount to a guarantee that flooding will be prevented.

Tasreef is a Dh30 billion initiative to expand and strengthen Dubai's stormwater drainage network. Phase 1 projects were awarded in April 2025. On February 26, 2026, Dubai Municipality awarded five Phase 2 projects valued at Dh2.5 billion in total, comprising three construction contracts and two study-and-design contracts, planned to serve 30 areas covering about 430 million square metres, with an estimated three million residents to be served by 2040.

The Dubai Government Media Office said the programme aligns with the Dubai 2040 Urban Master Plan and national climate neutrality objectives. The Phase 3 awards add another set of drainage works to that longer programme, with the immediate plan focused on 11 areas and about 100 kilometres of main lines.
