The four agenda topics are: fiscal policies supporting people's livelihoods, financing of digital infrastructure, inclusive finance tailored to local conditions, and exchanges among young finance professionals. A closed-door session opens the programme, followed by a working luncheon with business representatives to hear private-sector views on mobilising capital for digital infrastructure. A press conference is scheduled for the morning of October 21, when a joint statement is expected.

Hong Kong's Secretary for Financial Services and the Treasury, Christopher Hui, delivered opening remarks at the associated seminars, thanking the HKMA and ABAC Hong Kong for organising. Financial Secretary Paul Chan said hosting the meeting for the first time lets Hong Kong showcase its green-finance strengths — about US$38 billion in green and sustainable bonds were arranged in Hong Kong in 2025, ranking first in Asia for eight consecutive years. The APEC Economic Leaders' Meeting follows in Shenzhen on November 18–19.
