Hong Kong tops Asia as most international city again in 2026 HKGCC-Ipsos index

HONG KONG, Oct 5 — The Hong Kong General Chamber of Commerce (HKGCC) and independent research firm Ipsos today released the second "Asian Cities Internationality Index 2026" (ACII).
The index assesses 11 major cities across seven dimensions: business and economy, quality of life, infrastructure and connectivity, innovation and ideas, human capital diversity, cultural exchange, and government and the business/legal environment.
Hong Kong topped Asia as the most international city with 74.6 points out of 100, up from 73.7 in 2025; Singapore ranked second, Seoul third, Tokyo fourth and Shanghai fifth (leading in innovation); Bangkok, Kuala Lumpur and Taipei each showed strengths, with Mumbai ninth, Jakarta tenth and Ho Chi Minh City eleventh.
HKGCC chairman Jacob Kam said Hong Kong's top rank proves the resilience of its fundamentals, and that global businesses still see Hong Kong as the best bridge between East and West; the index provides a data-driven basis for Asian city cooperation and policymaking.
