Hong Kong to gazette six double taxation agreements on Friday

The Hong Kong government announced Oct 14 that the Chief Executive in Council has made six orders under the Inland Revenue Ordinance implementing comprehensive double taxation agreements with Barbados, Jordan, Kyrgyzstan, the Maldives, Norway and Rwanda. The orders will be gazetted Friday (Oct 16) and tabled in the Legislative Council on Oct 21.
Why it matters
Gazetting six agreements at once is a rare concentrated rollout of tax treaties for Hong Kong. Once in force, residents of both sides will no longer be taxed twice on the same income, letting cross-border investors assess tax costs more accurately — a boost to Hong Kong's standing as an international finance and trade hub.
What the agreements cover and the timeline
The Hong Kong government said in a press release on Oct 14 that the Chief Executive in Council has made six orders under the Inland Revenue Ordinance, implementing comprehensive avoidance of double taxation agreements signed with Barbados, Jordan, the Kyrgyz Republic, the Maldives, Norway and Rwanda. The orders will be gazetted on Friday (Oct 16) and tabled in the Legislative Council on Oct 21 under the negative-vetting procedure.
The release said the comprehensive agreements ensure residents of both sides do not pay tax twice on the same income, helping investors assess the tax burden of cross-border economic activities and promoting bilateral trade and investment.
Signing timeline: the Maldives (May 2025), Jordan (September 2025), Rwanda (October 2025), Norway (December 2025), and the Kyrgyz Republic and Barbados (March 2026). Each agreement takes effect only after both sides complete their ratification procedures.
