Hong Kong market overhaul: HKEX targets T+1 settlement in the second half of 2028

HKEX published consultation conclusions on October 16: Hong Kong's securities market will shorten its settlement cycle from T+2 to T+1, targeting the second half of 2028, subject to regulatory approval and market readiness.

What happened

Hong Kong Exchanges and Clearing Limited (HKEX) on October 16 published its consultation conclusions on shortening the settlement cycle for Hong Kong's cash market, targeting a transition from T+2 to T+1 settlement in the second half of 2028. Under T+1, trades would generally settle one business day after the trade date instead of two. Implementation remains subject to regulatory approval and market readiness, and HKEX has not announced an exact date.

Why the timeline moved

HKEX's April consultation had proposed a target of the fourth quarter of 2027. The consultation received 109 non-duplicated responses showing broad market support, but feedback flagged the increased operational demands of a compressed cycle, so HKEX pushed the target to the second half of 2028 to allow more preparation time.

The three-layer framework

HKEX will implement a three-layer framework: Layer 1 covers enhancements to its own post-trade infrastructure and operating model, including extended settlement-instruction processing windows and additional free-of-payment settlement runs; Layer 2 develops targeted workflow tools and services, including a Settlement Profile Repository and Status Dashboard; Layer 3 focuses on industry-wide coordination. Southbound Stock Connect transactions will follow Hong Kong's T+1 arrangements, with HKEX coordinating implementation with the China Securities Depository and Clearing Corporation.

What HKEX says

HKEX CEO Bonnie Y Chan said: "The transition to T+1 is a market-wide transformation that will require coordinated effort across the entire industry." HKEX says the move will reduce settlement risk, improve capital efficiency and strengthen Hong Kong's competitiveness as an international financial center.

Global alignment

Major markets are moving to T+1: India completed its phased transition on January 27, 2023; the United States, Canada and other Americas markets followed on May 28, 2024; and HKEX's consultation lists October 11, 2027 as the planned transition date for the European Union, European Economic Area, the United Kingdom and Switzerland. Hong Kong's revised target places its transition after those European plans.
