Hong Kong's HKMA launches "ART" framework for responsible AI adoption in banking

· N GLOBE

The HKMA on Oct 15 announced the "ART" framework — Accountability, Resilience, Trust — with new AI supervisory guidance, an AI training-data sharing platform with Cyberport and HKU, and agentic AI testing via the GenA.I. Sandbox++.

Why it matters

The Hong Kong Monetary Authority announced today (Oct 15) its "ART" framework — Accountability, Resilience, Trust — to guide banks in adopting artificial intelligence responsibly under robust governance and operational resilience, fostering an AI-enabled banking ecosystem.

Key measures

The framework includes new Supervisory Guidance for Responsible Adoption of Artificial Intelligence, drawing on lessons from the second cohort of the Generative AI (GenA.I.) Sandbox; an AI training data sharing platform built with Cyberport and the University of Hong Kong, with data quality assurance as a core design principle; and further testing of agentic AI through GenA.I. Sandbox++, plus an upcoming discussion paper on a supervisory framework for agentic AI governance — exploring intent-anchored accountability, a registry of material AI agents, and effective intervention mechanisms.

Forum under way

The HKMA is co-hosting a two-day "Finance + A.I. Forum" with Cyberport on Oct 15–16, marking completion of technical trials under the second GenA.I. Sandbox cohort, where more than 60% of use cases explored agentic AI. Deputy Chief Executive Arthur Yuen said the shift from generative to agentic AI marks a new stage of innovation for the banking sector.
