Hong Kong Opens All 30,000 Light Public Housing Units for Application, Beating 5-Year Target

The Housing Bureau announced today that all 13 Light Public Housing projects, totalling 30,000 units, are now open for application. The final two school-conversion projects complete in Q1 next year, with the full programme done by end-March — over a year ahead of the 2022 Policy Address target.
Why it matters
Light Public Housing is the flagship measure of the current administration to cut public rental housing waiting times. The Housing Bureau confirms all 30,000 units will be completed by end-March next year — in just over four years, more than a year ahead of the five-year target set in the 2022 Policy Address — so waitlisted grassroots families can move in sooner.
Full report
The Housing Bureau announced today (Oct 16) that all 13 Light Public Housing (LPH) projects are now open for application, providing a total of 30,000 units. The final two projects — converted from school premises at Shun Lee Tsuen Road in Kwun Tong and Chuk Yuen Road in Wong Tai Sin, providing around 210 units — will be completed in the first quarter of next year, marking full completion of the programme.
The Bureau said all 30,000 LPH units will be completed by the end of March next year, taking just over four years and beating the original five-year construction target outlined in the 2022 Policy Address.
Response has been strong: over 44,900 applications had been received by late September, and several projects are already full. Units vacated by residents who moved into traditional public rental housing are being reallocated to other families with urgent needs.
Eligible applicants will receive application forms by post in batches starting today. Applications submitted on or before November 6 get priority handling; those who have already applied need not reapply, and the Government will keep accepting eligible applications afterwards. The 13 projects span Hong Kong Island, Kowloon and the New Territories.
