MTR and the Hong Kong government reached a full settlement over the Express Rail Link and Shatin-to-Central Link delays and cost overruns, with MTR paying HK$2.25 billion.

Why it matters

The Hong Kong government and MTR Corporation (MTRCL) reached a comprehensive settlement on Friday over years-long disputes about delays and cost overruns on the Express Rail Link Hong Kong section (XRL) and the Shatin-to-Central Link (SCL), ending lengthy legal wrangling. MTR will pay HK$2.25 billion as the final settlement for the XRL delays — an amount that directly affects public funds and MTR's 2026 earnings, drawing strong public attention.

Full report

Under the settlement announced in an official press release on Friday (October 2), MTR will pay the government HK$2.25 billion as the final settlement for delays to the Express Rail Link Hong Kong section. For the SCL, both sides agreed not to pursue claims against each other; MTR will absorb about HK$2.8 billion in additional project management costs and spending tied to the Hung Hom Station expansion quality incident.

MTR also expects to write back about HK$600 million in SCL project provisions. Delays and cost overruns on the two rail projects have long been controversial in Hong Kong; the comprehensive settlement brings the related legal disputes to a formal close.
