Hong Kong Transport Secretary Urges Airport Authority to Fast-Track 11 SKIES Upgrade for High-End Transit Tourism

Transport Secretary Mable Chan said on Oct 3 she welcomed New World Development's handover of 11 SKIES to the Airport Authority in April 2027, urging it to quickly set the upgrade direction and timetable under the HK$100 billion Skytopia plan.

Hong Kong's Secretary for Transport and Logistics, Mable Chan, said on Oct 3 that she welcomed New World Development's decision to hand the 11 SKIES complex back to the Airport Authority on April 1, 2027. Speaking on a Commercial Radio programme, she urged the Authority to quickly settle the project's new direction and timetable, and to reposition it as a high-end, experiential tourism product aimed at transit passengers.
Under the deal, New World will pay more than HK$3 billion in cash and equivalent assets as compensation for the early termination. The Airport Authority plans to fold the complex into its HK$100 billion Skytopia programme, renaming and repositioning it as an international entertainment hub. About half of the floor space is expected to be converted into entertainment facilities such as a go-kart track, with the other half kept for food and retail, with phased opening targeted for late 2028 to 2029.
Chan said the upgrade should be coordinated with upcoming airport expansions, including the opening of Terminal 2 by the end of 2027 and the completion of AsiaWorld-Expo's second phase in 2028, to capture tourism business from connecting passengers.
