The Legislative Council will, starting Oct 7, hold a combined three-day debate on the motion concerning Hong Kong's first five-year plan and the 2026 Policy Address, the Hong Kong government announced on Oct 6.
Speaking before an Executive Council meeting on Oct 6, Chief Executive John Lee said he hoped the public would pay close attention to the debate, as it would help citizens better understand the significance and importance of the five-year plan. The plan was unveiled three weeks ago, he said, and officials have since explained at various events and through the media how it will deliver better development for Hong Kong over the medium to long term, so that the public can share more of the economic dividends.
Lee said the plan was drawn up after a comprehensive review of Hong Kong's current strengths, weaknesses, opportunities and risks, and sets out targeted measures to reinforce strengths, address shortcomings, seize opportunities and manage risks. He restated the plan's five key objectives: new breakthroughs in economic development; sustained enhancement of international competitiveness and influence; accelerated and more efficient development of the Northern Metropolis; marked improvement in people's livelihood and well-being; and major progress in integrating into and serving the country's overall development.
The Chief Secretary for Administration will lead principal officials in in-depth discussions with legislators on the plan's concepts and content, Lee said, adding that he looked forward to the debate.
