India, Canada Deepen Security Cooperation After NSA-Level Dialogue in New Delhi

Canadian PM adviser David Morrison visited India October 5–7 for NSA-level security talks with Ajit Doval, agreeing to deepen cooperation against transnational organized crime, terrorism, cybercrime and on extradition, while advancing CEPA negotiations.

Why it matters

The dialogue marks a continued thaw in India-Canada ties after years of strain: beyond counter-terrorism and law enforcement, the two sides are for the first time explicitly talking about building a "substantive bilateral defence relationship" and institutionalizing talks on cybersecurity and economic security — a sign cooperation is expanding from case-level enforcement to the strategic level.

David Morrison, Senior Diplomatic and International Affairs Advisor to Canadian Prime Minister Mark Carney, visited India from October 5 to 7 at the invitation of India's National Security Adviser Ajit Doval for NSA-level security talks in New Delhi. According to the Canadian government's official readout, the two sides reviewed implementation of the Security Work Plan formalized in February and agreed to deepen coordination and cooperation against transnational organized crime, terrorism and violent extremism, human and drug trafficking, cybercrime, extortion, and the extradition of criminal offenders.

They also agreed to explore structured dialogues on cybersecurity and economic security, strengthen existing mechanisms and establish new channels where needed for timely information-sharing. The two leaders set the tone earlier this year at meetings in New Delhi in March and on the sidelines of the G7 summit in Évian in June.

Background

This was the third NSA-level dialogue, following rounds in New Delhi in September 2025 and Ottawa in February 2026. The two sides also discussed advancing negotiations for a Comprehensive Economic Partnership Agreement — the fifth round is underway this week, with both governments aiming to conclude it by the end of 2026.
