London Boroughs Target Over 50,000 New Council Homes in a Decade

London's boroughs have identified sites for more than 50,000 new council homes over the next decade, but say delivering the pipeline needs £12.3 billion and are calling for extra funding in the Autumn Budget.

London's housing crisis is the worst in the country, and council homes — genuinely affordable, secure rented housing — are its scarcest resource. A credible ten-year pipeline of 50,000 new council homes would be the biggest expansion of the sector in a generation, but only if the money follows.

London Councils, the cross-party body representing the capital's 32 boroughs and the City of London, published analysis on Oct 1 showing boroughs have put forward sites for more than 50,000 new council homes under the London Social and Affordable Homes Programme (LSAHP) — forming a decade-long construction pipeline.

Boroughs currently own and manage around 390,000 council homes; delivering the pipeline would expand that stock by nearly 15 percent. But it needs £12.3 billion in funding, while the LSAHP is set to allocate £11.7 billion between 2026 and 2036 — shared with housing associations and private developers.

London Councils is calling for extra funding in the upcoming Autumn Budget, plus reform of Housing Revenue Account rules, low-interest loans and more acquisition funding. The Greater London Authority is expected this week to announce how £6 billion of a £10 billion ten-year fund will be allocated.

Anthony Okereke, London Councils' Executive Member for Housing and Homelessness, said: "Boroughs want to build more. We have the expertise, we have the vision, we have the determination — we now need the investment to make it happen."
