The Los Angeles City Council voted 12-0 on October 28 to approve an updated Alliance Settlement Agreement bed plan, requiring the city to establish 14,000 housing and shelter solutions by June 30, 2027, and maintain at least 12,915 beds through June 30, 2029.
The Los Angeles City Council voted 12-0 on October 28 to approve an updated Alliance Settlement Agreement bed plan and strategy, requiring the city to establish 14,000 housing and shelter solutions by June 30, 2027, and maintain at least 12,915 of those beds through June 30, 2029. There was no discussion before the vote. Council members also instructed the city administrative officer to report in 60 days on the financial impact of maintaining all housing and shelter solutions in the plan, and to recommend ways to restructure the city's housing and shelter portfolio for June 30, 2027 through June 30, 2029.
Where the numbers stand
According to the city administrative officer's data, as of June 2026 the city had 9,063 open beds and housing units combined: 1,099 through Inside Safe, 675 in interim housing and 7,289 in permanent supportive housing. The city expects to add about 2,000 more beds through time-limited subsidy programs, plus 964 permanent supportive housing beds and 687 interim housing beds, for a near-term total of 12,714 — still short of the 14,000 required, though city officials expect 4,403 beds established under a related agreement to count toward the grand total. The administrative officer reported no immediate General Fund impact from approving the recommendations.
Background to the settlement
The settlement stems from a lawsuit filed on March 10, 2020, by the LA Alliance for Human Rights, a coalition of downtown residents, business owners, homeless individuals and formerly unhoused people, which alleged the city and county violated state and federal laws and failed in responding to the homelessness crisis.
