The shooting happened around 4 p.m. ET on Thursday (Oct. 8) in the Marble Hill neighborhood at Manhattan's northern tip, adjacent to the Bronx. The Department of Homeland Security said ICE officers were conducting a "targeted enforcement operation" to arrest a Dominican man with a prior criminal record, and that "an ICE officer discharged his weapon" during the incident.

The man, 28, suffered a graze wound to the neck and other injuries described as not life-threatening; he was conscious and taken to a hospital. A 5-year-old child was in the back seat of his car and, according to the mayor's office, was physically unharmed. DHS did not explain what led to the shooting, saying only that agents rendered immediate aid.

DHS said the man was arrested for robbery in 2023, later pleaded guilty to a reduced grand larceny charge and received five years' probation, and faces a pending indictment for the sale of a controlled substance; DHS also said he has associations with the Trinitarios gang. The NYPD was not involved in the operation and arrived about ten minutes later, cordoning off the scene.

Mayor Zohran Mamdani called the shooting "an unconscionable and incredibly serious situation," saying he would call President Trump "and demand that he ends all ICE enforcement actions in our city. I will not stand by while ICE agents terrorize our communities." Witnesses reported hearing three or four gunshots, and demonstrators at the scene chanted "ICE off our streets now."
