Manhattan Borough President Brad Hoylman-Sigal said on October 5 that he will not approve any prospective rezoning of the Kips Bay AMC 15 movie theater site at 570 Second Avenue unless a cinema is included. The theater is currently slated for closure in connection with its anticipated purchase by NYU Langone Health.

In a statement, Hoylman-Sigal said the community had spoken "loud and clear" — through Community Board 6, the Save Kips Bay Coalition, and local elected officials — that a movie theater at the location is an important community and cultural asset.

The site is governed by a zoning district dating back to 1961, and any new owner seeking to build medical facilities would likely need a rezoning. Hoylman-Sigal argued that updating the zoning could allow a higher-density, mixed-use development combining medical offices, affordable housing, a grocery store — and a movie theater.
