Background

Child care vouchers (the Child Care Assistance Program, CCAP) are the principal public program available to low-income families, providing full-day, year-round child care assistance that can be used at a wide range of providers or to pay approved relatives and friends. Chalkbeat reported last December that roughly 10,000 children were on the voucher waiting list because of insufficient funding.

In January, Mamdani and Governor Kathy Hochul launched the 2-Care program offering free child care for 2-year-olds, backed by an initial $73 million in state funding. In August, the city announced it would cover all out-of-pocket costs for about 22,000 families receiving child care subsidies — about $5.2 million a year, baselined at $6.24 million starting in fiscal year 2028.
