New York Mayor Mamdani, Schumer, Jeffries and 100+ Officials Urge Parking Lot Owners to Bar ICE Staging

Mayor Mamdani, Senate leader Schumer, House leader Jeffries and over 100 elected officials signed a letter urging New York City parking lot owners to refuse to let ICE use their lots as staging areas.
Why it matters
This is the first large-scale, coordinated move by New York City leadership targeting private property owners over federal immigration enforcement. Led by the mayor and joined by congressional leaders, it shows the city-ICE standoff expanding from courtrooms to every private parking lot in the five boroughs.
What happened
New York City Mayor Zohran Mamdani joined Senate Democratic leader Chuck Schumer, House Democratic leader Hakeem Jeffries and more than 100 elected officials on October 16 in an open letter to parking lot owners across the city, urging them not to let U.S. Immigration and Customs Enforcement (ICE) agents use private lots as staging areas for operations.
The letter was prompted by the October 8 shooting of 28-year-old Oscar Belgal by ICE agents in Marble Hill, the Bronx — his 5-year-old son was in the car at the time. After the shooting, several parking lots in the city were reported to have been used as ICE staging points, drawing community backlash.
The officials stressed the letter is a voluntary appeal that changes no law or legal obligation, but asked owners to exercise their property rights.
Background
The federal-city clash over immigration enforcement has escalated repeatedly this year: the Justice Department's lawsuit against New York City's sanctuary policies was dismissed by a judge on October 16, and DHS has accused the city of ignoring ICE detainers. The letter is the latest local move to disrupt ICE's operational chain.
Since taking office earlier this year, Mamdani has said New York City will not cooperate with large-scale federal immigration enforcement. This letter is his most direct collective statement against ICE to date.
