New York names 12 districts for fast-track affordable housing review

The Department of City Planning named the 12 community districts where affordable housing proposals will get a roughly 90-day fast-track review starting January 2027.

Why it matters

New York voters approved the fast-track charter amendment last November to break through the city's housing logjam. The newly named districts produced only about 724 of the nearly 66,000 affordable units built citywide over five years — roughly 1% — making them the first test of whether shorter reviews actually produce more homes.

On October 1, 2026, the Department of City Planning published the official list of 12 community districts with the lowest rates of affordable housing development over the preceding five years, as required by City Charter §197-f. Starting January 1, 2027, qualifying affordable housing proposals in those districts will go through the Expedited Land Use Review Procedure instead of the standard review.

The expedited process combines community board and borough president advisory review into 60 days, followed by City Planning Commission review — about 90 days in total, far shorter than the traditional months-long process. Qualifying projects must meet Mandatory Inclusionary Housing standards, with 20% to 30% of floor area affordable to households earning 60% to 115% of area median income.

The change is central to Mayor Zohran Mamdani's 10-year goal of 200,000 affordable homes. Council members and community boards criticized the move, saying it removes the tradition of council member deference on local land use; the planning department says it will also pursue targeted city-led rezonings, such as in Kensington, Brooklyn.
