The New York State Department of Labor (NYSDOL) announced that all online and phone-based unemployment insurance services will be temporarily unavailable starting at 5 p.m. on Monday, November 2, 2026. During the shutdown, people cannot file new unemployment claims, certify for weekly benefits, or access and update account information.
The deadline to file a claim or certify for benefits before the shutdown is 5 p.m. on November 2. The department says people should expect payment delays during the transition, but eligible customers will receive all benefits they are entitled to once the new system is online and they file or certify through it.
Job-search obligations continue during the shutdown: recipients must still complete and record at least three work-search activities each week to remain eligible. Career Centers will remain available virtually by appointment.
The replacement system has been in development for years using feedback from New Yorkers. Once live, most customers will be able to complete the entire claims process online using their existing NY.gov login — including filing, weekly certification, and account updates — from a smartphone. State Labor Commissioner Roberta Reardon called it a major step forward for the agency.
