Ottawa bike lane plans face major impacts under Ontario's Bill 60: seven projects at risk

· N GLOBE

Ontario's Bill 60 bars cities from removing vehicle lanes to build bike lanes. Ottawa staff say 27 road projects are affected, seven with major impacts, and downtown projects take the biggest hit.

Why it matters

Ontario's Fighting Delays, Building Faster Act (Bill 60) prohibits municipalities from reducing the number of motor vehicle lanes to make room for bike lanes. A City of Ottawa staff assessment found 27 transportation projects affected: 20 can proceed with minor design tweaks, but seven face major impacts, with downtown projects hit hardest.

Full report

The seven major-impact projects: Kent Street renewal, Rochester Street renewal, Albert Street and Slater Street streetscaping and renewals, the O'Connor Street bike lane (Laurier Ave to Wellington St), the Walkley Road bike lane (west of the Airport Parkway), Merivale Road renewal, and Prince of Wales Drive / Hog's Back Road.

The O'Connor Street bike lane has been planned for more than 10 years and is the only one of the seven with a completed design. Active Transportation Planning project manager Kalle Hakala said staff are continuing to evaluate the seven projects, as well as Transportation Master Plan (TMP) projects not yet in the design phase.

Bike Ottawa director Guillaume Gaillard worries some projects could be shelved or watered down. Staff are expected to bring an update and recommendations to committee and council in early 2027. The seven projects are part of the Transportation Master Plan, the city's blueprint through 2046.
