Why it matters

The Ottawa Board of Trade hosted the 2026 mayoral debate on October 1 at the University of Ottawa's Faculty of Social Sciences Building, moderated by Globe and Mail senior reporter Marieke Walsh. Incumbent Mayor Mark Sutcliffe faced challengers Jeff Leiper, Neil Saravanamuttoo and Alex Lawson on taxes, infrastructure, transit, economic development and public safety. The municipal election is set for October 26.

Where the candidates stand

Taxes and infrastructure drew the sharpest exchanges. Sutcliffe committed to a maximum annual property tax increase of 2.5 percent; Leiper countered that Sutcliffe's proposed $10 million infrastructure plan was "significantly underfunded," and argued the current administration's budget savings came from "lucky breaks" — citing the federal carbon tax suspension — rather than deliberate management.

On transit, Saravanamuttoo promoted his $1 fare program, saying OC Transpo "resembles a leaky bucket," and pitched AI-assisted code and zoning compliance checks to speed up City Hall approvals. Lawson proposed a "red-tape-reduction portal" to facilitate growth and addressed the opioid crisis directly, calling for more recovery beds and a treatment-focused strategy.

An analysis by Ottawa Life Magazine said the evening "produced no obvious frontrunner."
