Ottawa committee to weigh rezoning for 160 homes on Woodroffe Avenue

Ottawa's Planning and Housing Committee meets on the morning of November 4 to consider rezoning vacant land at 3400 and 3428 Woodroffe Avenue in Barrhaven East for 160 homes: 108 terra flats, 32 back-to-back three-storey townhomes and 20 two-storey townhomes, with full occupancy expected in 2029.
OTTAWA, Nov 4 — Ottawa's Planning and Housing Committee is scheduled to meet at 9:30 a.m. on November 4 to consider a rezoning application for vacant land at 3400 and 3428 Woodroffe Avenue in Barrhaven East (Chapman Mills), to allow 160 homes. The item is 7.6 on the day's agenda; the committee's decision is pending.
What the 160 homes would look like
According to the transportation impact assessment submitted for the project, the development would include 108 terra flats, 32 back-to-back three-storey townhomes and 20 two-storey townhomes. It would be built in a single phase, with full occupancy anticipated in 2029, and accessed via one driveway to Woodroffe Avenue. The site, about 2.37 hectares on the west side of Woodroffe Avenue, is currently vacant; the last of two single detached dwellings previously on the site was removed in 2007.
The rezoning sought
The planning rationale report shows the site is currently zoned Residential First Density, Subzone VV, Urban Exception [636] (R1VV[636]); the application seeks rezoning to Residential Fourth Density, Subzone Z (R4Z), with site-specific relief to permit housing types not allowed under the current zoning. The application was prepared by Fotenn Planning + Design for DCR Phoenix, and the transportation impact assessment was submitted by Novatech on September 26, 2025.
