São Paulo proposes R$7.35B in 2027 bus subsidies, keeps free Sunday buses

São Paulo's 2027 budget bill, published Oct. 1, reserves R$7.35 billion for bus fare subsidies — up 18% — keeps free Sunday buses, and allocates over R$2.6 billion to fleet electrification and biomethane buses.
Why it matters
Fare subsidies are what decide whether São Paulo's bus fares rise next year — and whether the popular free-Sunday-buses policy survives. The 2027 budget earmarks R$7.35 billion for that cushion, up 18% from 2026, and explicitly keeps Tarifa Zero Sundays. SPTrans data shows subsidies have nearly tripled since 2017, far outpacing inflation.
Full report
São Paulo's city government on Wednesday (Oct. 1) published in the Diário Oficial its 2027 annual budget bill, sent to the city council. It reserves R$7,347,161,964 (about R$7.35 billion) for bus fare compensation: R$7,244,158,849 for the transport secretariat and R$103,003,115 for the education secretariat, roughly 18% above the 2026 original budget.
The bill also allocates R$2,189,344,825 for fleet electrification and management improvements and R$500 million for biomethane vehicle renewal; the transport secretariat's total budget is R$13.96 billion. The text explicitly maintains the "Domingão Tarifa Zero" policy of free Sunday buses.
According to SPTrans data cited by Diário do Transporte, bus subsidies rose from about R$2.9 billion in 2017 to R$7.12 billion in 2025 — a nominal increase of 145.5%, against IPCA inflation of 50.6% over the same period.
