Brazil's Ministry of Health has given priority-project status to an existing hospital public-private partnership (PPP) in São Paulo state, allowing the concessionaire to seek up to R$409.777 million through qualifying debentures. Ordinance GM/MS No. 12,457 was signed on November 3, 2026 and published in the Federal Official Gazette (Diário Oficial da União) on November 5.

Two facilities covered
The PPP covers the State Hospital of São José dos Campos and the Women's Health Reference Centre in São Paulo city. Inova Saúde São Paulo operates the concession under PPP Contract No. 02/2014, covering infrastructure and non-clinical support services at the two facilities. The approved ceiling of R$409.777 million is roughly half of the project's reported capital spending.
A ceiling, not money raised
The ministry's decision does not mean the concessionaire has sold bonds or secured funding. As of the latest disclosure, no bond issuance or investor subscription has been confirmed, so the R$409.8 million remains the maximum eligible financing amount rather than funds already raised. Priority-project status is a procedural step under Brazil's infrastructure debenture regime, allowing a project to issue qualifying bonds.
