São Paulo's R$2.33B Paraisópolis Mobility Overhaul: Dedicated Bus Lanes, Cycleways and Reserved Monorail Space

São Paulo City Hall released tender clarifications for Nova Paraisópolis: a 3.5m exclusive bus lane and segregated cycleways on Avenida Hebe Camargo, with space reserved for a future monorail; the city projects commute times falling from 45 to 15 minutes.
Why it matters
Residents of Paraisópolis, one of Brazil's largest favelas, currently spend 45 minutes getting to the metro station. São Paulo City Hall's answer: dedicated bus lanes, segregated cycleways, wider sidewalks — plus space set aside now for a future monorail — aiming to cut that trip to 15 minutes.
Full report
On October 22, São Paulo City Hall, through São Paulo Urbanismo, published detailed clarifications during the tender process for the "Nova Paraisópolis" program, spelling out the mobility works. The program is estimated at about R$2.33 billion and covers Paraisópolis, Jardim Colombo and Porto Seguro in the South Zone, including urbanization, housing, sanitation, drainage and road works.
The centerpiece is the widening and extension of Avenida Hebe Camargo: a 3.5-meter exclusive bus lane, a 3-meter general-traffic lane, 1.1 meters for motorcycles, segregated one-way cycleways of 1 meter on each side, plus sidewalks at least 2 meters wide and 1.2-meter tree strips; the first stretch requires a minimum 26.8-meter cross-section and runs 900 meters.
The documents also require reserving conditions for a possible future monorail infrastructure (roughly a 3.2-meter strip, with the Américo Maurano station site earmarked), so the new roads don't become an obstacle to rail transit later — though the monorail itself is not part of this tender.
City Hall estimates the commute between Paraisópolis and the São Paulo-Morumbi station on Metro Line 4-Yellow will drop from about 45 minutes to 15 once works are complete. That is the city's projection, not an achieved result; the project remains in the tendering and design-detail phase.
The broader Nova Paraisópolis program also covers requalifying about 40.9 km of streets and alleys, 650 housing units, and water, sewage and flood-control works, financed through the Faria Lima urban consortium operation.
